On the eve of the new academic year, Estonia requires its higher education institutions to keep an eye and help their foreign students observe the requirement of mandatory self-confinement after arrival. Universities have voiced concern about taking this health care responsibility.
International students starting this semester in September would need to be in isolation in Estonia already, given that the requirement is for 14 days. It is problematic due to the fact that there are few free dorm places available and foreign students are having to try to find temporary housing for their mandatory quarantine.
Universities are trying to stay in contact with their students and inform them that In case of not meeting with the conditions, it is possible to implement a fine on a student, or even to deport the student or lose their residence permit.
