On 22 October 2020, Bulgarian Member of the European Parliament (MEP), Petar Vitanov of the Group of the Progressive Alliance of Socialists and Democrats, raised a written parliamentary question to the European Commission. MEP Vitanov enquired “what amount did the EU award the Republic of Bulgaria in the form of grants for the construction of new roads and motorways and the rehabilitation and upgrading of existing roads and motorways in the period 2007-2020?” and “for how many kilometres in total of newly constructed and/or rehabilitated or upgraded roads and motorways has the Republic of Bulgaria received EU grant funding for its road system in the period 2007-2020?”
On 27 November, Cohesion and Reforms Commissioner Elisa Ferreira, responded on behalf of the European Commission. She reported that “during 2007-2020, ‘Transport’ 2007-2013 and ‘Transport and Transport Infrastructure’ 2014-2020 programmes provide financing for about 392 km of motorways in Bulgaria, worth a total of EUR 1,469 million” and “most projects are finalised, with the exception of about 30 km of ‘Struma Motorway Lot 3’ that are still under construction”.
Commissioner Ferreira explained that “in 2007-2013 ‘Regional Development’ programme allocated EUR 351.7 million to Bulgaria for ‘Regional and local accessibility’ (which includes regional and local road infrastructure alongside the development of Information and Communication Technologies networks and access to sustainable energy resources)”.
She underlined that “this financed the rehabilitation/reconstruction of about 1243 km of roads” and “in 2014-2020, ‘Regions in Growth’ programme foresees EUR 165 million for the reconstruction of 665 km of roads”.
Finally, Commissioner Ferreira highlighted that “the following major projects (motorways) have been achieved with the corresponding kilometres of road and EU-funding amounts (85% co-financing): (i) Construction of Lot 1,2 and 4 of Struma Motorway (130 km, EUR 291 million), (ii) Completion of Trakia Motorway, Lots 2, 3, 4 (115 km, EUR 304 million), (iii) Construction of Maritza Motorway (66 km, EUR 173 million), (iv) Construction of Western Arc of Sofia Ring Road (8 km including overpasses/junctions, EUR 100 million), (v) Bypass of Gabrovo (12 km, EUR 47 million) and (vi) Struma Motorway Lot 3 (61 km, EUR 544 million — about 30 km are still under construction)”
